I have the honour to acknowledge the receipt of
your Confidential Despatch of the 19th July, 1916, regarding M6] the procedure to be adopted in dealing with transit letters
addressed from a neutral country to enemy subjects in another
neutral country and to inform you that the instructions will
be observed.

With regard to Mr. Page's despatch to the Foreign 25712
Office dated 1st May, 1916, I would point out that the letter
addressed to Dr. Razlag was opened secretly by the Censor in
this Colony and carefully reclosed so that its appearance did
not reveal any traces of the examination it had undergone.
This information will presumably not be imparted
to the United States Ambassador but he might be informed that
as Dr. Razlag was known to be an enemy subject his correspondence
was returned to sender under the then existing instructions in force in the Colony.
